CONSERVATION COMMISSION MEETING AGENDA - WEDNESDAY – FEBRUARY 22, 2012 GOFFSTOWN TOWN HALL – 16 MAIN STREET – MILDRED STARK ROOM - 7:00 P.M.
PUBLIC DISCUSSIONS:
Discussion with Applicant for the NHDES Shoreland Permit Application of Ernest Thibeault, 94 Dumont Park Road, Map 25 Lot 38 to build home along with improvements to the property in the Residential-2 District. (Applicant will be going to a future ZBA meeting to reinstate the previous special exception approval.)
Discussion with Jennifer Levie & Marie LaRoche who are seeking Variances to build an attached garage to an existing single family home zero (0) feet from the front lot line whereas Section 4.3 of the Zoning Ordinance requires a twenty-five (25) foot front yard setback. The applicant is also proposing to build the proposed garage twenty-six (26) feet from the rear lot line whereas Section 4.3 of the Zoning Ordinance requires a thirty (30) foot rear yard setback and whereas Section 13.3.3.5 of the Zoning Ordinance requires a one-hundred (100) foot Wetland Surface Water Conservation (WSWC) District setback from any defined surface water. A Variance is also required because the total proposed square footage of all structures on the lot equals twenty-eight and one half percent (28.5%) building coverage whereas Section 4.3 of the Zoning Ordinance, Table of Dimensional Regulations, requires a maximum building coverage of twenty-five percent (25 %). The Property is located at 144 Moose Club Park Road (Map 21 Lot 115), in the Residential-2 Zone. The applicants will be applying for a NHDES Shoreland Permit and is scheduled on the March 6, 2012 ZBA Meeting)
Discussion with Eric Buck of Pollock Land Planning, LLC, regarding the Shoreland Impact Permit 2012-00028 for Nicholas Saykaly & Amanda Colburn to rebuild home and accessory structures on 23 Arrowhead Drive, Map 43 Lot 17 in the Residential-2 District. (Applicant will be going to ZBA on March 6, 2012.)
Finance & Budget: The current balance for the Conservation Commission Current Use Fund is $304,620.42. The previous balance was $304,610.10. Interest paid is $10.32. The Conservation Commission budget balance will be available after Town Meeting. Open Space Committee Update:

Correspondence: 1) Email from Don Borror, Finance Director, regarding earning more interest. 2) Request from Schauer Environmental Consultants for additional comments be given to NHDES in regards to the Prime Wetlands Buffer for the Dredge & Fill Application of Lepsevich, 553 Tibbetts Hill Road, Map 11 Lot 10.
3) Copy of letter sent from the Chairman regarding recommendation to the Planning Board of the 2010 Piscataquog River Management Plan and the Piscataquog Watershed Land Conservation Plan without the Co-Occurrence Model to be adopted as reference document. 4) Thank you letter to Kevin Feeney for his work with the Uncanoonuc Hiking Trial. 5) Request for more information from NHDES for the Dredge & Fill Application of Caron/Bailey Map 5 Lots 92A & 89. 6) NHDES Utility Maintenance Notification Form for PSNH work. 7) Copy of NHDES letter stating more information is required for the Alteration of Terrain Permit for the Residences at Moose Club Park. 8) NHDES Environmental Newsletter. 9) The Source Newsletter.
