GOFFSTOWN ZONING BOARD OF
ADJUSTMENT
There will be a public
hearing of the Goffstown Zoning Board of Adjustment on Tuesday,
August 5, 2008 at 7:00 p.m. in the Mildred Stark Room located in the Goffstown
Town Hall,
16 Main Street, Goffstown, NH 03045 to review the following applications:

from July 1, 2008 mtg.) Negash Abdelkader, applicant, is seeking a special
exception to allow a small animal processing facility to process animal
products for religious purposes. The proposed processing facility will occupy
approximately 150 sq ft of a 50ft by 35ft barn on the property. Section
3.10.J.6 of the Zoning Ordinance authorizes the special exception. The property
is located at 83 Joppa Hill Road
(Map 2, Lot 20) in an Agricultural District.
Kevin Vandecar, applicant, is
seeking a variance from the requirements of the Wetland and Surface Water
Conservation (WSWC) District, Section 13.3.3 of the Zoning Ordinance. Section
13.3.3 requires wetland flagging a minimum of 50 ft apart, flags sequential
numbered for each distinct wetland line and each flag with its unique
sequential identification number, and that the flagging be performed within two
years of submission of the plans to the Planning Board. The applicant is
proposing a lot-line adjustment between property located at 62 Maple Avenue
(Map 7, Lot 111A-2-151) and 82 Maple Avenue (Map 7, Lots 111A-2-149 &
111A-2-150) that will reduce three lots into two lots. All three lots are
located in the Residential-1 District. Kevin Vandecar is the owner of 62 Maple Avenue and
Arthur & Susan Story are the owners of 82 Maple Avenue.
The Villager Retirement Home,
applicant, is seeking a special exception to allow the expansion of an existing
Residential Care Home facility, as defined by the Goffstown Zoning Ordinance.
The facility was approved by special exception on December 1, 1987, with the
condition that the facility not exceed 15 elderly residents. The applicant is
seeking the special exception to expand the use and allow 18 elderly residents.
Section 3.10.D.3 of the Zoning Ordinance authorizes the special exception. The
property is located at 50 North
Mast Street (Map 37, Lot
18) in the RSBO-1 District. The property owner is the LP Russo Revocable Trust
of 1997.
Jeff
Kevan of TFMoran Inc., applicant, is seeking a variance to allow the proposed
expansion of the Carr
Center at St. Anselm
College. The variance is required to allow the expansion of the pre-existing
non-conforming building from a footprint of 25,700 sq ft to a footprint of
29,341
sq ft, whereas the maximum non-agricultural and non-residential footprint
permitted is
5,000 sq ft. Section 4.3 of the Zoning Ordinance is affected. The applicant is
also seeking two variances to allow the construction of a new dormitory on the
St. Anselm campus, near the corner of St. Anselm’s Drive and Rundlett Hill Road. One variance is
required because the proposed dormitory will have a non-residential footprint
of approximately 60,000 sq ft +/- whereas a maximum footprint of 5,000 sq ft is
permitted. A second variance is required because the proposed dormitory will
have a building height of 48 ft whereas the maximum building height permitted
is 35 ft. Section 4.3 of the Zoning Ordinance is affected. The property is
located at 100 St. Anselm’s Drive (Map 3, Lot
41) in a Residential-2 District. The property owner is the Order of St.
Benedict c/o Saint Anselm College.
