Public Notice - 2019 Zoning Amendments Hearing

The Goffstown Planning Board will hold its first public hearing on its proposed 2019 zoning amendments in the Mildred Stark Room (Room 106) of the Goffstown Town Hall, located on 16 Main Street, Goffstown, New Hampshire on Thursday, December 06, 2018.  The meeting will begin at 7:00 PM.  Explanations of the proposed amendments are as follows and full-text copies may be obtained from the Town’s Website, the Planning Department, and the Town Clerk’s Office, located on 16 Main Street, Goffstown, NH during the hours of 8 am-4 pm, Monday-Friday.  For ADA assistance in attending the meeting please, call 497-8990, Ext. 117 at least 72 hours in advance.

 

Shall the Town adopt Amendment No. 1, as proposed by the Goffstown Planning Board, amending the Goffstown Zoning Ordinance – Section 6, Sign Regulations, by adding 6.2.1.3 Internally illuminated panels shall be opaque and only the lettering and logo shall appear to be illuminated?

This amendment will require all internally illuminated signs to include an opaque background.

Shall the Town adopt Amendment No. 2, as proposed by the Goffstown Planning Board, amending the Goffstown Zoning Ordinance – Section 6, Sign Regulations, by eliminating 6.6.3.1. Table of Maximum Sign Dimensions:  Village Commercial VC requirements and replacing it with Section 6.7.5. Table of Maximum Sign dimensions (VC) Table and include this language in a separate table for the Village Commercial requirements?

This amendment is intended to correct a housekeeping item, as the text being eliminated will be added as a separate Table under 6.7.5. for Village Commercial Requirements.

Shall the Town adopt Amendment No. 3, as proposed by the Goffstown Planning Board, amending the Goffstown Zoning Ordinance, Section 13 Overlay District Description, 13.3.7. Uses Permitted by Conditional Use Permit in the WSWC District by adding “or replacement” under 13.3.7.1. “The Planning Board may grant Conditional Use Permits to allow the construction or replacement of pipelines, power lines, and other transmission lines in the WSWC District, provided that the proposed construction is essential to the productive use of land not within the WSWC District and the design, construction, and maintenance methods will minimize any detrimental impact nearly as possible to its original grade and condition?

This amendment is intended to clarify when a Conditional Use Permit is required for pipelines, power lines, and other transmission lines in the WSWC District.

Shall the Town adopt Amendment No. 4, as proposed by the Goffstown Planning Board, amending the Goffstown Zoning Ordinance, Section 13 Overlay District Description, 13.3.9. by amending the wording to read: “Exemptions from the WSWC District Regulations – Structures and uses lawfully existing in the WSWC District at the time of adoption of this Ordinance may be expanded or extended provided the expansion or extension does not encroach further upon the wetlands or surface waters?

This amendment is intended to add the words, “or surface waters.

Shall the Town adopt Amendment No. 5, as proposed by the Goffstown Planning Board, amending the Goffstown Zoning Ordinance, Glossary, Definition of Terms, by adding a definition for “Agritourism”.

This amendment is intended to add a definition for “Agritourism,” as outlined in NHRSA 21:34-a.2. Farm, Agriculture, Farming. Submitted by the Planning Board
