CONSERVATION COMMISSION MEETING

Plan Presentation:

Map 42, Lot 52, Variance request to build a deck attached to an existing home that will be located within both the side setback and the inner 50’ of the 100’ Wetlands Surface Water Conservation District Buffer.  The property is owned by Joselyn Bryant and located at 118 Mountain Base, Zoned: Agricultural (Recommendation needed to be forwarded to the Zoning Board of Adjustment.)

Map 34 Lots 171 & 171L, Request for Relief of the Outer 50’ of the 100’ Wetland Service Water Conservation District Buffer & Final Site Plan Review Application of Hadley Falls Development, LLC; c/o Charter Development, Owners, for a proposal to convert the existing mill building into a 13-unit multi-Family building (5,600 sq. ft.) and demolish all the other buildings, except the hydro building and the existing stack with the accessory building, and build two more multi-family buildings. One new multi-family building will have 47 units (15,050 sq. ft.) and the other new building will have 39 multi-family units (12,522 sq. ft.). Also being requested is relief of the outer 50’ of the 100 ft. Wetland Surface Water Conservation District Buffer to allow for the construction of the multi-family buildings along with onsite improvements.  The property is located on 15 Factory Street, Zoned: Zoned:  Village Commercial District & WSWC District Overlay (Recommendation needed to be forwarded to the Planning Board.)

Eversource Line Replacement for B143 Transmission Line:

A Special Exception is required for the utility use/replacement of utility poles as per the Zoning Ordinance.  Eversource is requesting to replace utility poles that will occur outside the 100’ WSWC District buffer, but will create wetlands crossings to access and replace the utility poles.  Location is around the Addison Road, Gold Finch Road and Tanager Road. This is part of the ongoing expansion of Transmission Line B143 that the Commission reviewed last year. (Recommendation needed to be forwarded to the Zoning Board of Adjustment.)

Plan Review:

 Map 3, Lot 41, Conditional Use Permit Applications and the Site Plan Review Application of St. Anselm College for a proposal to demolish the existing former bookstore building and build a two-story Welcome Center Facility with a footprint of 5,453 sq. ft. (9,613 total gross sq. ft.) in its place, along with onsite improvements. St. Anselm College is also seeking two Conditional Use Permits to allow both the College use within the R-2 District and to allow the 5,453 sq. ft. non-residential building footprint to be built within the R-2 District.  The property is located at 100 St. Anselm Drive, Zoned: Residential-2 (Recommendation needed to be forwarded to the Planning Board.)
