CMAQ - Mast Road Village Intersections

The Town of Goffstown has received Congestion Mitigation and Air Quality (CMAQ) Grant Funding for the two Mast Road Village Intersections at Route 13 / Route 114.  The scope of work looks to improve safety along the corridor, reduce congestion and calm traffic.  The Department of Public Works would like to involve the public as much as possible throughout this project.  Please see below for all information about this project as it goes through the planning, design and construction phases.

You need JavaScript enabled to view it.to set up a meeting with you to go over your rights as a prooperty owner and explain what the next steps are in estimating the just compensation for the use of your property during construction.  Plans are still under review by NHDOT at this time.

11/27/15 -The plans are still up at NHDOT for review (click here to view the Sept 2015 plan set).  Since this time we have met with abutters on the south side of North Mast Street across from Sullys/Bi-Wise and those changes are not reflected on these plans but will be incorporated into the next set.  Letters of Intent will be sent out soon to all affected abutters (where temporary or permanent easements are required) of this project.  Please read these letters closely and contact Meghan Theriault at 603-497-3617 x 280 or via This email address is being protected from spambots. 10/28/15 - The Town's Consultant has submitted a new package of plans (called PS&E Plans) to the NHDOT for review and comment.

9/30/15 - The Town had sent out letters to abutters requesting input on the current design plans in May and again in September.  We have met with several abutters and had meetings to discuss impacts and have made some changes to the plan in an effort to address these concerns. 

2/13/15 - Preliminary Design Plans have been submitted to the NHDOT for review and comment.

9/25/14 - The Engineering Study was recently approved by NHDOT.  We now have the authority to enter preliminary design with the design engineer McFarland Johnson.  The Town will be contacting several abutters at each project site to have discusssions about potential property impacts before starting preliminary design.

4/9/14 - And Engineering Study was submitted to the state for review and preliminary comments were recieved and are being worked on by the consultant (MFJ).

10/25/13 - The following One Way Loop Alternatives information was discussed at the last Steering Committee Meeting. A summary of the committee's discussion was then brought to the 10/21/13 BOS meeting.

10/2/13 - This group will be meeting again on Tuesday October 15th at 6pm Town Hall - Room 106.  Discussions will be on the one-way loop alternative for the Elm/High/Main St intersection that MFJ has been studying and some new information for the Mountain/Pleasant St intersection. 

8/6/13 - The Town held the Alternatives Workshop last week and here is the formal presentation that was given by McFarland and Johnson.  

7/22/13 - Here are the meeting minutes from the CMAQ Steering Committee Meeting on July 9th.  The next meeting will be a formal Public Meeting to discuss the alternatives that were reviewed by the CMAQ Committee and their recommendations for each intersection.  The meeting is set for Wednesday, July 31st at Goffstown High School Auditorium - click here for meeting notice.  Posters of the alternatives will be available to view at 6PM and a formal presentation will be given at 7PM.  Questions and comments from the public will be taken after the presentation.  We encourage the public to attend and voice their concerns/input relative to a future design for these two important Village intersections. 

In an effort to get information out prior to the meeting please see below for a list of the alternatives that were presented to the CMAQ Steering Committee along with a matrix summary for each intersection.  This info will be reviewed in more detail at the July 31st meeting.

7/12/13 - Here are the meeting minutes from the CMAQ Steering Committee Meeting on June 25th.  This group met again this past Tuesday and will post meeting minutes from that meeting also when they become available.  The next meeting will be a formal Public Meeting to discuss the alternatives that were reviewed by the CMAQ Committee and their recommendations for each intersection. The location and date have yet to be set. We will keep you posted. 

6/17/13 - Here are the meeting minutes from our last CMAQ Steering Committee Meeting held on June 4th. This group will be meeting again on Tuesday June 25th at Town Hall - Room 106.

6/4/13 - Tonight will be the first CMAQ Steering Committee Meeting. The Select Board decided to accept all three applications and increase the number of citizen reps on the committee.  Names will be posted to the link at the top of the page for appointed members soon. 5/23/13 - Thank you to all of those who attended our meeting this Tuesday.  Please click here to see the Presenation given by McFarland and Johnson (MFJ) on the Project Listening Session Night.  Most of the night was spent hearing feedback from the community.  I am working with GTV to see if I can post the video from that night in case you missed it.  Next staff and MFJ will be meeting with the CMAQ Steering Committee (most of which has been appointed by the BOS already) to discuss potential alternatives to be studied. 

5/8/13 - The creation of a CMAQ Steering Committee was recently approved by the Select Board and is in the process of being established.  Once members are know they will be listed on this page.
